Every campaign looks relevant—but the customer sees too many messages: govern contact pressure with AI

The problem is not one campaign. It is the combined volume sent by teams and platforms that do not share a customer-level decision.

Email, messaging, paid media, sales, and service streams pass through a shared contact-pressure control before reaching the customer.
The Contact Pressure Contract coordinates priority, frequency, suppression, exceptions, and outcomes across channels. · Generated with OpenAI

The direct answer: stop letting each campaign optimize frequency and timing in isolation. Build a shared exposure ledger and evaluate all eligible actions before sending. Deterministic rules protect permission, quiet time, transactional messages, active service issues, and hard limits. AI can estimate saturation and marginal value among permitted actions—including no contact. A named person approves high-impact exceptions.

For the CMO, the symptom is opt-outs, complaints, weak efficiency, and conflicting journeys. For the CEO, it is paid-media and CRM waste that erodes the relationship. Email, SMS, messaging, remarketing, sellers, and service teams each see their own queue. A customer can receive five individually “relevant” contacts in one day and still experience a disorganized company.

Use the Contact Pressure Contract

  • 1. Unit — person, account, household, or device, with an explicit identity rule.
  • 2. Permission — channel, purpose, source, and applicable validity.
  • 3. Exposure — sent, delivered, viewable, answered, and corrected in rolling windows.
  • 4. Class — transactional, service, security, commercial, seller, or paid media.
  • 5. Priority — expected outcome, urgency, current state, and competing action.
  • 6. Decision — send, wait, suppress, change channel, or route to a person.
  • 7. Evidence — reason, rule, model, confidence, override, expiry, and outcome.

The Contract is a MAKINAI editorial tool, not a universal contact number. Microsoft documents rolling frequency caps by email, text, and push while excluding transactional messages from commercial limits. HubSpot lets teams set contact-level maximums and inspect messages blocked by the safeguard. Those capabilities help, but they do not create shared control when sales, media, and service operate elsewhere.

Separate mandatory protection from optimization

Use rules for permission, quiet hours, hard bounces, complaints, active-service suppression, transactional priority, maximum limits, cooldowns, and expiring overrides. Use AI to estimate saturation, forecast likely response, summarize history, and rank already permitted actions. The model must not treat the absence of a click as lack of interest or predicted affinity as consent.

Salesforce states that engagement-frequency capabilities use send, open, click, unsubscribe, bounce, and spam-complaint history. That illustrates a viable signal set, but history also embeds prior targeting and channel choices. Compare the model with simple rules and allow abstention when identity, state, or coverage is unreliable.

Pilot one segment for eight weeks

  • Weeks 1–2 — choose one segment, reconcile identity, and map 30 days of exposures and outcomes.
  • Weeks 3–4 — classify messages and write priorities, limits, pauses, exceptions, and fallback.
  • Weeks 5–6 — run decisions in shadow mode and compare rules, model, and human choices.
  • Weeks 7–8 — release to a bounded cohort with a comparable group and daily monitoring.

Test recent purchases, open carts, active opportunities, support cases, billing, opt-outs, seller outreach, simultaneous campaigns, and identity failures. A security alert or order update should not wait because a customer reached a commercial limit. A promotional offer can reasonably lose priority to an unresolved service case.

Do not confuse a platform cap with person-level control

Google Ads can cap impressions or views in Display and Video campaigns, while explaining that counts can depend on cookies, sign-in, device, and format. Email, CRM, and media will still disagree unless identity and time are reconciled. A daily batch is enough for many programs; real time earns its cost only when competing actions or customer risk change within hours.

Measure fewer contacts and more incremental value

  • Outcome — incremental conversion, contribution, retention, or opportunity per eligible customer.
  • Experience — opt-out, complaint, spam, negative reply, and block.
  • Pressure — total and per-channel exposure, concentration, and suppressed messages.
  • Quality — wrong decision, conflict, stale data, override, and false identity.
  • Operations — rule-change time, queue, latency, and cost per decision.
  • Protection — important messages delayed or blocked incorrectly.

Cost grows with channels and brands, fragmented identity, media events, latency, regional requirements, vendors, decision volume, human review, and experimentation. Marketing owns priority and outcome; CRM maintains policy; media returns exposure; sales and service record state; data resolves identity; engineering operates integrations; legal and privacy specialists validate applicable use.

If every team hits its local goal while customers receive competing contacts, bring one segment, 30 days of exposures, current rules, and anonymized outcomes.
